Abstract

This assay inserts the international experience of support to poor countries defined HICPS (Highly Indebt Poor Countries), in the furrow of redistributive polizie, as corrected by the principle of responsibility because the remission of debt was constrained to the achievement of welfare goals for ben-eficiary countries.
